Purchase Limit Campaign
We aim to raise awareness about the issues surrounding the Cannabis Control Board's recent changes to its Purchase Limit Guidance document, which have sparked significant controversy throughout the community, and provide a means to direct discontent and take action to help resolve the matter.
What’s the Issue?
On October 31, 2025, the Cannabis Control Board published an updated version of its Purchase Limit Guidance document, which represents a substantial departure from the current purchase limits. The new guidance reduces purchasable amounts of concentrates by 180% and introduces a points system for determining allowable limits. While this consequential change is being met with broad pushback, the CCB states that it will take effect on January 10, 2026.
Some notable purchase limit changes that we’re hearing from retail shops, producers, and consumers alike, that will disrupt sales and choices for shoppers include:
14 grams of hash, such as rosin and bubble hash, will be reduced to 5 grams.
Eight one-gram, or 16 half-gram vape cartridges, will be reduced to five one-gram, or ten half-gram vape cartridges.
Seven 1,200 mg tinctures, will be reduced to 1 1,200 mg tincture.
However, this is a moment that this community can seize and turn into an opportunity to advance meaningful policy reform that will benefit retail shops, producers, consumers, and increase state revenue.
What can we do?
A moment such as this is a moment to seize upon, and we ask that you consider joining us in doing so. The silver lining here is that the CCB can easily update its own guidance documents, and its voice carries weight with legislators. There is also legislative precedent for legislators to accept reforms for the adult-use market that exist in the medical cannabis program. This strategy enabled us to achieve delivery reform in the market back in 2023.
As an organization, we are requesting that the CCB withdraw the new points system and include language to increase possession limits for adults 21 and older to at least match the medical possession limits of 2 ounces of cannabis and 10 grams of concentrates in the agency's legislation for the upcoming 2026 legislative session. If the CCB receives enough pressure from the community, we may compel them to act in the interest of this common cause. Let’s do this!
